Minimum Qualifications Candidates must have permanent status as Research Scientist 3 (SG-25), and be interested in transfer; OR possess a Bachelor’s degree and four years of professional research experience in the appropriate field; OR a Master's degree and three years of such experience, or a doctorate in the appropriate field and one year of such experience.

Duties Description The Research Scientist 3 will manage and analyze complex data associated with the transition of the substance use disorder population to Medicaid managed care. A major focus will be conducting analyses of the relationship between data in the OASAS Client Data System (CDS) and the Medicaid Data Warehouse. This includes matching client data between the two systems. The Research Scientist 3 will research, develop, and test performance measures for the ongoing transition to Medicaid managed care. Responsibilities will also include producing data reports and analyses for priority initiatives and collaborating with other state agencies, including the Department of Health and Office of Mental Health.

The Research Scientist 3 will perform various data management and analytical functions and evaluation support for priority projects including:
• Ongoing transition of Substance Use Disorder Population to Medicaid Managed Care
• Health Homes
• Medicaid Redesign Team (MRT) Permanent Supportive Housing (PSH)
• Delivery System Reform Incentive Payment (DSRIP)
• Transition to Value Based Purchasing initiative (VBP)
• OASAS Residential Redesign
• OpenNY
