Minimum Qualifications Four years of eDiscovery IT administration and eDiscovery programming experience.
Substitution: Bachelors or higher-level degree including 15 credit hours in computer science may substitute for up two years of experience. Sixty semester credit hours including 15 credit hours in computer science may substitute for one year experience.

Duties Description The Practice Technologies Group (“PTG”) is a Section within the New York State Office of the Attorney General (OAG) Information Technology Bureau. The PTG services our "clients" (NYS OAG attorneys as well as other state agencies) with their end to end eDiscovery needs in both affirmative actions and in defensive litigation. We are seeking employees to provide administrative, technical, and operational integration of litigation support technology to attorneys, paralegals, and analysts. The candidate must have experience in technical litigation support and with litigation/investigation centric hosted document review tools or a “Review Platform.” Examples of such applications include KCura Relativity, NexisLexis Concordance, Rational Review, Everlaw, or Catalyst. The candidate should possess excellent communication skills as well as the ability to demonstrate Quality Assistance and Quality Control measures.
DUTIES:

• Maintain functional proficiency in industry and firm-standard software, hardware, and related technologies necessary to provide consistently evolving, superior levels of professional support for OAG litigation and FOIL efforts. Follow ESI developments, including processes and methodologies, technologies, case law, software, and other management solutions.

• Employ project management principles to manage all aspects of assigned projects (needs assessment, workflow, create communication plan, develop proposals and recommendations, coordinate resources, budget management, risk assessment, etc.)

• Provide technology consulting services and guidance to attorneys and client agencies, including the most efficient, cost effective, and appropriate means of collecting, processing, reviewing and presenting ESI.
o Consult with case teams on litigation support technology, including software and fundamentals of litigation support.
o Serve as the primary point-of-contact and technical lead for legal staff on litigation support issues and provide OAG legal teams expertise in e-discovery and document review.
o Assist with the organization, management, and execution of projects involving case-related documents and data, including communicating with legal teams to define project requirements and developing plans and specifications for outsourced coding/imaging projects.
o Establish eDiscovery project goals, explain process involved, determine specifications, and prioritize workflows to meet deadlines. Anticipate issues that may arise and suggest solutions.
o Provide estimates and schedules on assignments and prepare regular status reports.
o Write appropriate documentation describing process for use by colleagues and end user clients.

• Hands-on management of litigation support databases including workflow, creation, design, import/exporting, reporting and troubleshooting
o Process documents loading to review platforms using Law Prediscovery and other industry standard software; load data to the Document Review Platform.
o Build, configure, and maintain Document Review Platform databases; setup and configure user accounts; manipulate load files as necessary; create and conduct searches; export documents for production, and adhere to Quality Control procedures for all work performed.
o Provide litigation support services including configure and customize workspaces; administer and manage user accounts and permissions; establish database design, preparation of electronic document productions; data conversions; organization of case project data on the OAG’s network; end user support and training; maintenance of indices tracking case-related data and media.

• Oversee the management of trial facility set ups in coordination with IT and legal teams.

• Assist in the client IT and custodian interview process to support preservation and collection efforts and the Meet & Confer process.

• Manage collaborative “Case Management” or “Transcript Management” platforms used for legal document management, preparation for a case, and analysis of deposition transcripts. Examples of such applications include Thomson Reuters’s Case Notebook, LexisNexis CaseMap, Opus 2 Magnum

• Provide eDiscovery training to staff and legal teams. Provide document review platform training to individuals and groups, and provide end user support for these applications across all phases of the litigation lifecycle.

• Communicate with vendors regarding data collection, data processing and reduction, technical specifications, imaging, data hosting and cost estimates. QC vendor deliverables for accuracy and compliance with specifications and instructions.

• Supervise and assign support tasks to subordinate staff.

• Write SQL statements to manipulate data contained in Microsoft SQL servers.

• Assist with other special projects, tasks, and/or support as assigned.

• Provide off-hours support, as necessary.

Additional Comments PREFERRED QUALIFICATIONS:

• BA or BS degree

• Experience with large e-discovery matters from inception through trial. A working knowledge of proper e-discovery procedures.

• Understanding of e-discovery handling, data collection, processing, imaging, coding, review and production; including working knowledge of the Electronic Discovery Reference Model and the Federal Rules of Civil Procedure

•Minimum of two years of experience as a litigation support professional, litigation technologist within a law firm or in the legal vertical working with eDiscovery processes and technologies. Knowledge of a variety of industry standard litigation software (i.e. IPRO, Concordance, Summation, Law Prediscovery) Proficiency in industry-standard systems, including Concordance, The Document Review Platform, Nuix, etc. Completion of the Relativity Certification Administrator (RCA) and/or Certified Specialist in E-Discovery (CEDS) (or equivalent) preferred but not required.

• Able to communicate the jargon of technical solutions to a non-technical audience, and able to communicate effectively and appropriately with attorneys, clients, and external service providers.

• Performs well both independently and collaboratively, and takes responsibility for the successful, accurate, and timely completion of projects and assigned tasks.

• Solution-oriented provider with strong customer service skills. Must maintain a customer service orientation at all times. Strong customer service, analysis, troubleshooting, problem solving, and follow-up skills are required; ability to troubleshoot problems over the telephone as well as in person.

• Advanced text editing and spreadsheet skills

• Experienced with SQL database manipulation and management is a plus

• Proficient in some/all of these additional tools: Access, PowerPoint, Excel, Sanction, Acrobat, Text Pad, etc.

• Strong programming skills with SQL, .NET, PHP, Perl, C+ (or comparable) language a plus.

• Full text OCR software, multiple email programs including Microsoft Outlook, and Microsoft Access, Microsoft Excel and Adobe Acrobat.

• MS SQL as Developer, DBA.

• Experience with at least 1 of the following programming languages: PowerShell, any of the Visual Basic family of programming languages, or Pearl.

• Experience working collaboratively with an IT Operations staff with large data management and migration challenges.

• Knowledge of “Bates” numbering systems, Boolean logic/Boolean algebra, DeMorgan’s laws, truth tables, set theory, and technology assisted review theories such as algorithmic or iterative learning.
