Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Data Communications).
§70.1 or §52.6 Transfer: One year of permanent competitive or 55 b/c service in a title SG-21 or above deemed eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Eligible List Appointment: Candidates who are reachable on the Information Technology Specialist 3 (Data Communications) eligible list may be considered for appointment.
*Leads to a maximum salary of $85,635 based on annual performance advances.
Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking applicants to fill the position of Information Technology Specialist 3 (Data Communications). ITS is the service unit responsible for fulfilling the information processing needs of offices throughout NYSED. The incumbent will manage NYSED’s telephone operations at approximately forty-seven sites throughout New York State, as well as provide technical guidance and oversight of twenty call centers. Additionally, this position will manage continuing efforts associated with NYSED’s migration to the UniteNY phone system at Albany locations, as well as NYSED field sites. The duties of this position will include, but are not limited to, the following:
• Manage phone service operations including trouble-shooting, execution of phone moves, adds and changes, and managing relationship with OITS voice operations;
• Manage technical operations of SED call center operations, including providing expert guidance to Program management, managing relationship with call center vendors, and oversight of call center changes;
• Manage business relationships with cellular providers and provide expert guidance to Information Technology and Program management;
• Oversee all telecommunications procurements;
• Coordinate with and provide instruction to Program area phone liaisons;
• Oversee all aspects of telecommunications billing which includes providing expert guidance to Program management, as well as resolving billing issues with telecommunications vendors;
• Coordinate NYSED legacy phone to VoIP migrations;
• Coordinate technical activities with other Information Technology technical units;
• Prepare management reports that inform making strategic decisions; and
• Supervise telecommunications staff.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointees’ negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required. This position requires periodic night and weekend work.
