Minimum Qualifications Transfer in title, or NYS employee with one year permanent service in a Grade M-1 or higher title eligible for transfer under Section 52.6 of the Civil Service Law.
Duties Description Incumbent will plan, direct and evaluate the agency’s human resources program. This will include, but is not limited to: participating with top management in determining policies governing the program; representing the agency on all matters related to personnel, staff development and labor relations programs; directing personnel program including recruitment, selection and retention of employees, classification and allocation of positions, and supporting programs of personnel research and employee oriented services.
Incumbent is responsible for directing agency’s employee relations program which includes contract administration, administration of discipline and grievance procedures and participation in labor/management committees. Incumbent will direct, either through a personnel or training specialist, an agency’s staff development and training program. Incumbent should possess excellent knowledge of NYS Civil Service Law and Rules, Time & Attendance Rules, good knowledge of modern management and organizational principles, good knowledge of practices of staff development and training, and contractual agreements covering employees in the agency and working knowledge of NYS Classification and Compensation Plan, the total recruitment and selection process, the placement process, and various employee services.
Incumbent should have the ability to prepare detailed and complex correspondence for the purpose of supporting the agency’s human resources program decisions and recommendations, ability to supervise staff of both professional and clerical employees, ability to analyze information gathered for the purpose of developing recommendations, ability to conduct negotiating sessions often within a stressful atmosphere, and the ability to orally present clear and logical arguments on a wide variety of issues.
Incumbent will serve as liaison with staff of the Business Services Center, Dept. of Civil Service, Div. of Budget, Office of State Comptroller and Governor’s Office of Employee Relations. Incumbent will be expected to interact and sometimes coordinate with the DED’s sister entity, Empire State Development on human resources efforts.
