Minimum Qualifications This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Analyst, G-18 and Business Systems Analyst 1, G-18.
Candidates must have:
• Master’s degree in economic forecasting;
• SAS (software) experience;
• Applicants should be able to work independently and have strong quantitative, analytical, writing, research and interpersonal skills, as well as experience with spreadsheets and databases.
Duties Description The STAR/Agency Budget Team has responsibility for the development, negotiation and execution of the State Operations and Local Assistance Budgets for the Department of Taxation and Finance (DTF), the Division of Tax Appeals (DTA) and the Gaming Commission; the team also has responsibility for School Tax Relief (STAR) program spending, estimation and monitoring; the team is also responsible for policy analysis related to the assigned agencies, as well as finding operating efficiencies and minimizing fraud within the STAR program. The team is also regularly engaged in economic forecasting, research and analysis.
Responsibilities of the Budget Fellow for the STAR/Agency Budget Team would include, but are not limited to:
• Analyzing and making recommendations on DTF's, DTA's and Gaming Commission's plans for the funding and operation of their programs;
• Monitoring the expenditure of approved resources for effective and efficient utilization, and performing in-depth studies of related issues, programs and operations;
• Forecasting and monitoring STAR program spending;
• Analyzing and making recommendations on legislation in functional areas, preparing bill memoranda and correspondence, and producing fiscal notes;
• Having knowledge of the Tax Law, State Finance Law and other State, Federal and local laws as needed for the assignment;
• Producing memos and papers for use by the Front Office and Executive staff;
• Working closely with DTF, DTA and Gaming Commission staff, as well as the staff of other Budget Division units; and
• Research and econometric modeling in support of the Unit’s U.S. and New York State macroeconomic forecast processes, as well as other research initiatives.
