Minimum Qualifications This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.

Experience in an office, clerical, secretarial, mail or supply responsibilities or other administrative position.*

Must have a high school diploma or equivalent (GED).

Experience working independently with minimal supervision.

Must possess a valid driver's license to operate a motor vehicle in the State of New York. Must report any changes to supervisory chain and State Human Resources (MNHS).

Must be at least 18 years of age.

Must be able to read and write in English.

*Other combinations of related education or work experience may be considered.

In accordance with NGB standards, will be required to obtain and maintain a favorable background investigation, and have an appropriate clearance to allow access to computer networks and restricted areas to determine suitability, loyalty, and trustworthiness. Minimally a National Agency Check with Inquiry (NACI) will be completed - dependent on current regulation, a SECRET or other clearance may be required.

At all times, employees MUST maintain minimum standards in accordance with current agency requirements and directives noted above; failure to do so will subject the individual to disciplinary action, including possible termination.

A Clerk 1 works under the direct supervision, and clearly defined guidelines, of either higher-level clerical staff or a program manager. Incumbents work within and must be able to read, understand, and apply procedures, rules, regulations and laws. Incumbents process transactions and maintain records, documents and information in order to meet the requirements of agency programs. They do not spend the major portion of their time performing duties involving only calculations, keyboarding or storekeeping although they may perform duties in these areas.

The position performs responsibilities in accordance with all current and
amended, DMNA policies and procedures, federal and state statutes, and where applicable, the collective bargaining agreement and requirements of the National Guard Bureau (NGB), specifically the Master Cooperative Agreement (MCA) and supporting regulations. The position may report to State and/or Federal supervisory personnel.

Duties and responsibilities may include but are not limited to the following:

• Maintain records and files.
• Receive, screen, review, and verify documents.
• Search for and compile information and data.
• May perform some administrative tasks such as answering telephones, sending and responding to electronic mail (e-mail), copying and scanning, filing and various other supporting duties.
• Answer questions about the activities of the organization verbally or by correspondence.
• Prepare and/or issue documents and/or verify the validity of documents.
• Sort and distribute mail, keep appropriate records, and redirect mail as necessary.
• Review applications, claims and other documents for completeness, content and accuracy. Request additional information, signature, remittance, by form, simple letter or phone. May issue receipts, vouchers.
• Establish new files by numbering forms, coding, preparing file folders, compiling relevant material. Update and correct records and files, file, retrieve and charge out records using one or more filing systems, which may be either manual or computer based.
• Search for and/or compile pertinent information and data from manual and/or computer-based files, reports, publications and other documents.
• Prepare envelopes, forms and brief reports.
• Provide information to and answer questions from other staff, other agencies and the public. Refer inquiries to appropriate office or individual.
• Operate office machines such as photocopiers, adding machines, calculators, computer printers, typewriters and audio-visual equipment and perform simple maintenance tasks such as adding toner and paper, and changing ribbons.
• Enter and/or retrieve information on a computer terminal.
• Create, maintain and execute job control language for computer jobs according to specific execution instructions.
• Will complete and attend training as required.
• Periodic travel may be required using various modes of transportation.
• Performs other duties as assigned.
