Duties Description The Environmental Program Specialist 3 (EPS3) is a Regional Division of Water (DOW) position located in the Region 7 Syracuse Office. The candidate will serve as the region’s Regional Water Manager, overseeing all aspects of the region’s DOW Program. The position’s primary duties include the following:

• Provide policy oversight, management, supervision, and leadership for all aspects of the region's DOW Program, including the development and support of work plans and budgets. Direct Supervision of DOW program supervisors and indirect supervision of their staff including performance reviews, workload distribution, internal controls, and training and development. There are currently 16 total staff that are under the regions DOW Program including one administration support staff.

• Serve as principal liaison between DOW Program and the Regional Engineer, other executive staff including Regional Director, Office of General Counsel, Permits, Natural Resources, Operations, and representatives of federal, state, and local agencies and the public, where appropriate.

• Work closely with regional Public Participation Specialists to ensure the consistency and accuracy of information disseminated to media and the public as it relates to DOW program.

• As the Regional Water Manager responsible for oversight of the regions flood protection program, the EPS3 will support the RERC and the Region 7 civilian staff’s capability to prepare for and respond to flooding and high-water events emergencies. The EPS3 must be available and prepared to respond to emergency storm and high-water events during non-traditional work hours, including nights, weekends, and holidays. The EPS3 will coordinate with the Regional Engineer and RERC as appropriate to ensure DOW flood protection program coverage when not directly available (leave for vacation, medical, other).

• Coordinate DOW technical assistance activities to government officials, consultants, and the public. Participate in meetings with professional staff, concerned citizens, public officials, and DEC staff.

• Perform administrative duties with respect to time and attendance, travel, training, budgeting, FOIL, equipment and vehicle usage, performance evaluations, internal controls, and ensure program staff are in compliance with related guidance and policies, including health and safety.

• Provide clear direction to staff regarding priorities and assignments. Delegate and assign work equitably, effectively, and promptly. Meet regularly with staff as a group and individually; keep performance programs and evaluations current.

• Respond to inquiries in a timely manner. Utilize channels of communication within the region office as well as outside agencies, municipalities, and the public to provide information on Division programs, policies and actions. Keep Regional Engineer and Regional Director informed of program accomplishments, emerging issues, and high-profile issues through effective verbal and written communication.

• Coordinate with other DEC Region 7 programs (such as the RD, ARD, RE, RA, RPA and DLE office), other DEC Regions and other state, federal and local agencies. Communicate in a positive and productive manner.

• Oversee permitting, inspection, enforcement, and compliance activities to achieve DOW initiatives and objectives.

• Manage resources efficiently. Utilize, maintain, inventory and secure equipment assigned to DOW program. Ensure program files are maintained, well-organized and accessible.
