Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)**
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position:
• Bachelor’s degree* or higher
• Advanced placement to the Trainee 2 or Grade 18 level may be possible depending on education and experience.

Competitive Minimum Qualifications:
Current New York State Employee with one year or more of permanent or contingent-permanent competitive service, or 55 b/c service as a Senior Budgeting Analyst; OR current New York State employee with one year or more of permanent or contingent-permanent service or 55 b/c service in a qualifying title and eligible for transfer under section 70.1, 70.4 or 52.6 of the Civil Service Law.
70.1 Transfer:
• For a 70.1 transfer to this title, you must have one year of permanent or contingent-permanent competitive service in a 70.1 title allocated to a salary grade 16 or above (11 or above for a Trainee 1, 12 or above for a Trainee 2).
Preferred Qualifications:
Verbal/interpersonal skills; attention to detail, team player, eager to learn, ability to multi-task and meet deadlines, ability to work independently and follow through on assignments; proficiency with Microsoft Excel and Word; familiarity with State systems such as the State Financial System (SFS), Analyze NY, NYSTEP and PayServ.
Duties Description The Bureau of Fiscal Management (BFM) oversees a broad scope of responsibilities including budget analysis, contract management, procurement, accounts payable, ethics reporting, travel administration, and payroll support functions. Duties of this position may include, but are not limited to, the following: assisting in the development of the agency’s annual budget request; monitoring payroll and non-payroll spending; reviewing and approving agency-wide travel requests and expenses; processing various transactions within the Statewide Financial System (SFS); Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran Owned Business (SDVOB) reporting; SFS security administration; and, creating fiscal projections and reports using data from SFS, PayServ and other sources.
Additional Comments Trainee 1 position starts at $52,198.
