Minimum Qualifications MINIMUM QUALIFICATIONS:

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated M-2 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have one year of permanent competitive or 55b/c service as an Associate Director Human Resources 2 or Associate Director Human Resources 1. Provisional candidates must take the examination for Associate Director Human Resources 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Non-competitive Promotion: If there are three or fewer qualified candidates, a permanent appointment may be made as a non-competitive promotion pursuant to Section 52.7 of the Civil Service Law. To qualify, candidates must have one year of permanent competitive or 55b/c service as an Associate Director Human Resources 2 or Associate Director Human Resources 1.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the New York State Education Department of our intention to conduct a non-competitive promotional examination for Associate Director Human Resources Management 3 in Albany. Permanent appointments may be made by non-competitive promotion of applicants who meet the position’s minimum qualifications if a non-competitive promotion examination is approved by the Department of Civil Service.

Duties Description The New York State Education Department (NYSED) is seeking candidates for an Associate Director Human Resources 3 position in the Office of Human Resources Management. Under the direction of the Director, Human Resources Management 5, the incumbent will oversee and direct multiple functional areas within the Personnel Unit. Responsibilities of this position include, but are not limited to, the following:

- Provides oversight and supervision of the Staffing, List Management, and Training Units within the Office of Human Resources Management;
- Represents NYSED and facilitates resolution of complex issues with external control agency partners, including, but not limited to, the Department of Civil Service and the Division of Budget;
- Directs and coordinates the recruitment program of NYSED and oversees the ongoing identification of agency staffing needs;
- Plans, organizes, develops, and directs the classification and compensation program for the agency;
- Evaluates the effectiveness and efficiency of personnel functions and develops recommendations for improvement;
- Oversees the Civil Service examination program for NYSED, including development of the form and scope of examinations. As authorized by the Department of Civil Service, supervises the conduct of decentralized examinations;
- Develops and supervises staff in the implementation of procedures for canvassing eligible lists and interviewing candidates to determine suitability for positions;
- Oversees development and implementation of effective procedures for evaluating probationary work performance and for annual performance evaluation ratings and appraisals;
- Develops and supervises staff development and training programs;
- In collaboration with the Director, Human Resources Management 5, ensures all human resources activities comply with federal and State laws, rules and regulations, and various collective bargaining agreements; and
- Performs other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent or non-permanent provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

*Leads to a maximum salary of $141,439 based on annual performance advances.
