Salary RangeFrom $103784 to $127830 Annually
Minimum Qualifications Department of Health employee with one year of permanent or contingent-permanent competitive service as a Project Manager 4 (G-27); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at Grade 25 or above and eligible for transfer to a Project Manager 4 under Section 52.6 of the Civil Service Law.
Preferred Qualifications: "• Professional certification such as PMP
• Experience in setting up project governance board
• Experience in leading IT projects
• Five or more years of project management experience
• Experience in coaching project team members to strengthen their abilities and skill sets
• Comfortable interacting and communicating with a variety of people and business units..
Duties Description Responsible for intake of work requests received from various DOH offices and program areas
• Manage a portfolio of multiple large, complex, and interdependent projects for DOH
• Maintain executive board meeting minutes, decisions and action items and gather all relevant information and points of view to make and/or recommend sound decisions for the portfolio
• Confer with business units across the organization to create a knowledge base for work intake for agency priorities and problem escalation resolution.
• Project management of multiple projects at all stages of the project lifecycle (from initiation to implementation)
• Drive scope and requirements gathering, option analysis and design of end-to-end business processes & business solutions
• Oversee the development of RFIs, RFP. RFQs, invitations for bids etc. in coordination with DOH program staff
• Work with IT partners (OITS/Vendors) to represent the agency perspective on project scope, business goals, and priority
• Identify cross-agency business and technical improvement opportunities and facilitates communication among multiple organizations and units within the agency
• Work with development teams and cross-functional agency teams to guide projects through the lifecycle.
• Identify and manage risks with a focus on their potential impacts on both projects and portfolio
• Coordinate/facilitate project meetings with the project sponsor and relevant representatives and all stakeholders to review project proposal, goals, and intended deliverables
• Prepare various documents, including program tracking, reports, presentations, risk tracking and escalation, budget materials and other documents as needed.
• Develop and communicate methodology, standards, and templates to promote a consistent approach to project management and business analysis across DOH
• Perform resource planning, hiring, and mentoring and full range of supervisory duties for staff within PMO
