Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on a current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. To be considered, candidates must take the next competitive examination (which was held October 26, 2024) and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. Duties Description Working with Department employees and administrative staff in each department, duties include but are not limited to:

Administering the health benefits for Management, PEF, & CSEA staff. This task requires working with regional employees, supervisors, managers, Admin staff, payroll unit, Civil Service and Department Benefit representatives and administrators. The incumbent is expected to gain and maintain strong knowledge of health benefits; developing a familiarity with CS, NYSHIP, negotiating unit, dept. policies, rules, regulation and procedures as it relates to health benefits. The incumbent will process health benefits transactions, ensuring the correct forms and documentation is obtained and verified.

Administer Workers’ Compensation program, working with employee(s); supervisors; managers; Regional Safety Office; State Insurance Fund reps, Admin staff, and Payroll unit.

Monitor and track medical certifications for employees our on personal, family sick leave, as well as work related sick leave.

Administer the Family Medical Leave Act (FMLA) review applications for eligibility, manage timely notifications and correspondence.

Meet with and advise employees that are nearing retirement to explain benefits, sick leave credit, and review the forms needed to retire and continue health insurance. Process retirement letters with Main Office. Process new employee retirement applications.

The incumbent will utilize department and CS applications such as HRIS, NYSTEP, NYBEAS, & Intellex.

Administer new employee orientations.

Additional duties appropriate for an Office Assistant 3 (HR) may be assigned including supervising subordinate staff.

This position requires excellent communication skills; the ability to work with and communicate with all levels of staff; the ability to learn database system and use them effectively, and the desire and ability to learn and become proficient in the various areas as explained of Admin services.


Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
