Minimum Qualifications Current New York State employee with one year or more qualifying permanent service in a position allocated to a Grade 27 and eligible for transfer under Section 70.1 or current New York State employee with one year or more qualifying permanent service in a position allocated to a Grade 25 and eligible for transfer 52.6 of the Civil Service Law.

Duties Description • Supervise and oversee the functions of the growing Grants and Contract Unit which administers hundreds of contracts and millions of dollars in State and Federal funding across the state.
• Serve as a critical manager in overseeing and monitoring the grant and contracting aspects of the statewide network of Area Agencies on Aging and Not-for-Profits that provide essential services to New Yorks older adults (people aged 60 and above).
• Provide direct supervision to the Grants and Contract Unit within the Division of Finance and Administration and assume primary responsibility for the administration of over 400 contracts.
• Direct staff and oversees the submission of procurement documents to the Office of the State Comptroller for final review and approval.
• Oversee the development and maintenance of systems to monitor all contracts for compliance with contract terms and conditions, federal and state laws, rules, regulations, and payment criteria.
• Oversee Minority and Women-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB) reporting and requirements.
• Monitor the development and management of high value, complex contracts, RFPs, IFBs, RFQ’s, RFI’s, Sole/Single Source Procurements and other related legal and financial documents.
• Resolve the more complex and difficult complaints and conflicts regarding contract execution, development, amendments, and fiscal cost reports; develop and implements training programs on procurement procedures and guidelines.
• Supervise and control purchasing activities.
• Oversee the analysis, goal setting activities, and utilization tracking of MWBE and SDVOB goals; perform the full range of supervisory duties.
• Direct interaction with the Division of Budget, the Office of the State Comptroller, the Office of the Attorney General, and contracting/procurement entities.
• Produce spending plans and reports.
• Review of complicated procurements, Requests for Proposals/Applications, Invitation for Bids, Sole/Single Source Procurements, and fiscal reconciliations in the Statewide Financial System.
• Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
