Minimum Qualifications Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as a Business Systems Analyst 3 and are interested in reassignment; OR current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position at SG-23 or above and eligible for transfer under section 52.6 or 70.1 of the Civil Service Law.

Duties Description Reporting directly to the Project Manager 4, SG-27, the incumbent will be located in the Justice Center's Portfolio & Project Management Unit and will be responsible for but not limited to the following duties:
• Plans, organizes, and assigns staff to research, gather and evaluate business capabilities, information systems or business process requirements, epics, and user stories
• Schedules and assigns staff to write business architecture and system Documentation, and/or business process training documents and train users on new IT system or business process functions
• Works with Business Units to establish Justice Center capabilities map.
• Perform value-stream mapping to highlight the impact of application change and to identify opportunities for process optimization.
• Manages the agency work intake process for approval, prioritization, and scheduling of business process or system improvement initiatives
• Coordinates prioritization and scoring with agency Work Intake Governance Board
• Manages unit resources and prioritizes assignments using current and historical data from work intake proposals
• Reviews business cases, capabilities mapping, value stream analysis, business requirements, business requirement documents, epics, user stories, training materials, and other work product prepared by unit analysts
• Facilitates meetings with the technical developers in the Enterprise Solutions and Reporting unit
• Communicates business process requirements to IT staff, program staff, and stakeholders
• Works with Business Analytics unit to use data to proactively identify business issues and risks and monitor post-implementation success criteria
• Analyzes current or "as-is" state of the business process or functions and process models
• Reviews and writes requirements/user stories for future or "to-be" state of IT system or business processes for the more critical projects
• Analyzes the impact of changes to IT system requirements or business processes and
• evaluates project timelines and priorities
• Works with stakeholders to resolve issues with design specifications during future State Design, and Prototype reviews
• Monitors system testing and assesses the impact of errors on system functioning during and after implementation
• Responsible for the direct supervision of Business Systems Analysts 2, SG-23; Business Systems Analysts 1, Grade 18: and Business Analyst contractor staff
