Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
Duties Description Duties include, but are not limited to, the following:
• Provide direct support to the Director of Division of Contract Management and Business Unit Executives. Includes assisting in the performance of a wide variety of activities associated with contractual and administrative services.
• Manage the Vendor Responsibility Unit to ensure Responsibility reviews are conducted on vendors who perform/provide services and materials under Design & Construction contracts.
• Develop and maintain a standardized evaluation program on vendors providing services for Design & Construction, which will encompass a wide variety of contracts.
• Assist in the development, implementation, and maintenance of office policies and procedures.
• Prepare drafts of contract language and handle communications with Design & Construction’s control agencies.
• Prepare various reports to assist with tracking and monitoring statistics pertaining to Vendor Responsibility reviews.
• Review and evaluate proposed procurements for fiscal and programmatic correctness, adherence to State policy and compatibility with agency programs.
• Develop and maintain an effective working relationship with programs, vendors, and administration.
• Manage and supervise a team of contract management and administrative staff with associate duties.
• Perform the full range of supervisory responsibilities.
• Perform other duties and special projects as required.
Operational Needs:
• Travel may be required (approximately 5%).
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
