Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 2.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a current New York State Education Department employee AND have one year of permanent competitive or 55b/c service as an Administrative Specialist 1, Contract Management Specialist 1, Human Resources Specialist 1, Senior Administrative Analyst, or Senior Budgeting Analyst. Provisional candidates must take the examination for Administrative Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment.
NOTE: The Civil Service examination for this title has been announced and is scheduled for December 7, 2024. In order to be considered for a provisional appointment, you must have applied and been approved to take the Administrative Specialist 2 examination. The deadline to apply for this examination was October 23, 2024.
Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services (ACCES) is seeking candidates to fill a Senior Administrative Assistant position in the Office of the Deputy Commissioner. Under the general direction of the Deputy Commissioner, the incumbent will serve as a confidential aide to the Deputy Commissioner and is responsible for managing the daily activities of the office, serving as human resources liaison for the office, assisting with special projects, and supervising lower-level administrative staff within the office. Duties of this position include, but are not limited to, the following:
• Manage the office of the Deputy Commissioner and supervise support staff;
• Provide administrative direction and coordination for ACCES staff responsible for major functions;
• Maintain responsibility for monthly ACCES portion of Board of Regents meetings;
• Respond to correspondence and phone calls from the general public, department executives, members of the Board of Regents and the Legislature;
• Review outgoing correspondence and reports for accuracy and proper handling and provide corrections and recommendations;
• Administer the Freedom of Information Act by reviewing requests for information, assigning to program staff as appropriate, and reviewing materials prepared before they are forwarded to the requestor;
• Develop, review and evaluate data from various sources; prepare reports for the Deputy Commissioner for submission to the Commissioner and Board of Regents;
• Assist in the development of policies, regulations, and legislation affecting ACCES and advise the Deputy Commissioner of the impact on operations and services;
• Review equipment and space needs and prepare space utilization plans;
• Conduct special projects as assigned by the Deputy Commissioner;
• Serve as ACCES Webmaster and provide support and direction to web content users;
• Manage the human resources needs for the Office of ACCES and act as the liaison between the Office of Human Resources Management (OHRM) and the Deputy and Program Offices;
• Manage the paperwork and communication necessary to employ new staff members to begin as well as monitoring workforce levels and workforce capacity and working with the Director of Operations, Program Managers and OHRM to address staffing needs and issues;
• Resolve day-to-day operational problems that arise and require human resources interaction and intervention and working with OHRM regularly to resolve issues;
• Establish office procedures relating to the human resources function;
• Coordinate information flow by serving as a liaison among Program Offices, Deputy Offices and OHRM; and
• Work collaboratively with the ACCES Fiscal Office, OHRM and Budget Coordination to ensure alignment of staff and fiscal resources and systems.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Provisional candidates must take the examination for Administrative Specialist 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period.
This position leads to a maximum salary of $106,454 based on annual performance advances.
