Duties Description Under the general supervision/guidance, or with consultation, of higher-level labor relations staff, the incumbent will independently perform a wide range of duties in the administration of the labor relations program. Duties include, but are not limited to:
• Interpret terms of negotiated contracts to various agency personnel to ensure uniform understanding and consistent application.
• Monitor the timely processing of grievances in accordance with established schedules, which may include gathering evidence, scheduling hearing, and preparing written decisions at any step of the grievance process.
• Investigate allegations of misconduct or complaints, including interviewing witnesses, obtaining statements, drafting summary, drafting notices of discipline and settlements.
• Conduct or supervise the gathering of pertinent background and factual data for individual grievances and disciplinary matters; and submit recommendations as appropriate.
• Represent the agency in both statewide and agency level negotiations; and direct or participate in labor management committees.
• Provide expert advice and assistance to program managers and supervisors in labor relations and disciplinary matters.
• Review, evaluate, and recommend revision to policies and procedures.
• Review and evaluate changes in negotiated agreements; and advise management of their impact on the labor relations program.
• Supervise lower level professional and clerical staff involved in labor relations activities.
• Schedule and assign work to subordinate staff and adjust workload as necessary.
• Monitor work progress and review completed work of subordinate staff.
• Provide advice and consultation to supervisors, managers, and regional administrative staff to ensure proper interpretation and administration of contract provisions for equitable application; and to assist with resolution at the lowest possible level.
• May conduct involved and sensitive investigations and hearings.
• Assess labor relations training needs; develop training materials and curricula regarding employee relations, collective bargaining, contract administration, and employee discipline.
• Prepare for and conduct arbitration hearings to include preparing witnesses for direct and cross examination; present the State’s case evidence and theory of the case; deliver closing argument summarizing major points of State’s case, or draft written brief to present the State’s position.
• Act as liaison with legal office on issues involving employee relations activity, including litigation involving disciplinary action or grievance determinations, and Equal Employment Opportunity Commission and Division of Human Rights complaints.
• Travel Required
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
