Duties Description The incumbent of this position will lead a section of the Division of Fiscal Management’s Business Systems Bureau responsible for supporting the Agency’s use of various enterprise applications. Which includes workflow, user access, and data maintenance to support the agency’s use of these systems. Specific duties shall include but are not limited to:
•Supervising section staff, performing appropriate cross training to ensure continuity and coverage of System Administration tasks (roles, rights, employee data and workflow) are met, regardless of staffing schedules;
•Overseeing section business process execution, including developing written guidance / documentation as needed, monitoring compliance, maintaining as needed to ensure they meet Division of Fiscal Management and the Agency’s needs;
•Ensuring Agency staff that transact within these enterprise applications, are able to perform as expected by coordinating administration tasks (roles, rights, employee data and workflow) with all section administrators to ensure that changes are processed effectively.
•Controlling assignment of system roles, with the ability to reset user passwords, lock, and unlock user accounts;
•Understanding and troubleshooting workflow; providing support for transaction misroutes;
•Collaborating with staff within the Division of Fiscal Management as well as throughout the agency to continuously streamline system security, employee data maintenance and workflow;
•Coordinating staff efforts in the managing of help desk incidents, including submitting, monitoring, updating and resolving incidents submitted to the Statewide Financial System, Human Resources Information System (HRIS) and Leave and Attendance Tracking System (LATS).
•Ensuring Section Internal Controls stay updated per agency policies and provide excellent, ethical, and professional customer service.
The incumbent would also be responsible for overseeing development and administration required for Department connections with external business systems, for example: Statewide Financial System, Human Resources Information System (HRIS), AnalyzeNY, B2Gnow (New York State Contract System) MWBE Reporting and Leave and Attendance Tracking System (LATS).
Successful candidates must be able to work well independently, in a team environment and with others; successfully manage multiple concurrent projects, have strong critical thinking and problem-solving skills; possess excellent analytical and organizational skills; be detail orientated and produce an accurate and timely work product; be able to handle multiple competing priorities; analyze data and identify/resolve problems.
Minimum Qualifications Reassignment
- Currently in the title of Business Systems Analyst 3 and an employee of DEC
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Transfer Eligible – one year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
