Duties Description · Coordinates and monitors the Pre-Employment Testing process for all new hires requiring a CDL license, including scheduling, tracking, and ensuring compliance with applicable regulations.
· Reviews and evaluates FMLA documentation submitted by employees to determine eligibility. Prepares legal notices, tracks leave occurrences and communicates time usage decisions to supervisors.
· Develops and maintains tracking systems for Leave of Absences and Time & Attendance Reports, ensuring timely and accurate reporting.
· Oversee the scheduling and compliance tracking of Respirator Fit Tests for over 200 employees. Collaborate with Safety & Health staff and external vendors to ensure adherence to OSHA standards and coordinates medical clearance documentation for Albany Division and Headquarters personnel.
· Processes FMCSA Clearinghouse requirements and supports pre-employment procedures for CDL-related hires.
· Prepares Employee Transaction Worksheets for resignations and seasonal appointments, facilitating accurate data entry into Personnel systems.
· Conducts onboarding activities for new hires, including scheduling appointments, reviewing startup documentation, explaining benefits, and coordinating with supervisors for final review.
· Assists in recruitment by verifying references, employment history, and eligibility list reviews as needed.
· Collaborate with Personnel to update and maintain startup paperwork packets, ensuring documentation reflects current requirements and procedures.
· Provides backup support for PCMS transactions across the division.
· Maintains personnel files and prepares folders for new hires in accordance with agency protocols.
· Manages office supply procurement for the division, ensuring availability of necessary materials.
· Serves as a liaison to the Personnel Benefits Office, assisting employees with benefit-related inquiries, missing documentation, and payroll or insurance questions.
· Participates in special projects as assigned, contributing analytical and administrative support to division initiatives.

Minimum Qualifications TRANSFER QUALIFICATIONS FOR CURRENT STATE EMPLOYEES: Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.

PREFERRED MINIMUM QUALIFICATIONS:

· Comprehensive knowledge of recruitment processes, including customer service interactions, interview scheduling and coordination, and conducting reference checks.
· Experience in human resources functions, including completion and processing of hiring documentation such as tax forms and I-9 employment verification.0
· Demonstrated ability to handle confidential and sensitive personal information with discretion and professionalism.
· Proven capacity to work independently while managing tight deadlines and competing priorities.
· Strong problem-solving and conflict-resolution skills.
· Effective and confident presentation skills.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are:
Base Pay Range from Hiring Rate $47,762 up to Job Rate $67,131.
Recruitment & Retention Pay: $7,000.
