Duties Description Duties include, but are not limited to:
• Verify that guidelines and procedures are being applied when conducting work.
• Create, amend, and submit State Operations (and State Aid, when needed) payments within SFS and SFS eSettlements in accordance with OASAS, Business Services Center (BSC), Statewide Financial System (SFS), and Office of the State Comptroller (OSC) guidelines.
• Act as a liaison with OGS – BSC, SFS, OSC, and Division of Budget (DOB) on problems, issues, and inquiries. Also provides information to staff members and outside agencies to aid in the payment process.
• Maintain contact between the Payment Unit and the Budget Unit regarding budget exceptions and errors and other issues pertinent to the tasks performed in the unit, and to provide any requested information.
• Maintain contact between the Payment Unit and the Contract and Purchasing Units to facilitate coordination of POs/POCNS and other issues pertinent to the tasks performed in the Payment Unit, and to provide any requested information as warranted.
• Communicate verbally and in written correspondence with all OASAS program areas in relation to invoice approvals, receiving, etc.
• Prepare additional correspondence as required for the unit. Run reports, and prepare and submit material for special projects, when requested by supervisors or Budget Unit staff. Attend meetings relating to the unit responsibilities and inform necessary staff of meeting agendas.
• Process other SFS transactions, such as Billings, Refund of Appropriations (ROA), and Report of Monies (ROM).
• Review and respond to various SFS, accounts payable, billing, report of monies, and refund of appropriations related issues and problems.
• Review check deposits for accuracy and completeness.
• Maintain knowledge of, and experience with, Microsoft Office programs, particularly Excel.
• Perform other assigned tasks as necessary.

Minimum Qualifications Candidates from outside or within State Service can be considered for hire under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as an Office Assistant 2 (Calculations) if they have one year of experience where most work time is spent performing mathematical operations, and/or clerical activities related to mathematical operations.

Permanent Qualifications:
Current permanent status as an Office Assistant 2 (Calculations) and qualified for lateral transfer OR eligible for transfer via 70.1 of the Civil Service Law OR reachable on the current Office Assistant 2 (Calculations) Civil Service eligible list.

Promotional: One year of permanent competitive or 55-b/55-c service as an office assistant, clerical, or keyboarding title allocated to Grade 6 or higher.

NY HELPS
This title is part of NY HELPS. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
