Duties Description The Office of Mental Health (OMH) is recruiting to fill an Office Assistant 2, Grade 9, position in the Office of Financial Management, the Office of Financial Management, State Operations Finance Group. This Group is responsible for collecting of $1.1B revenue generated annually by OMH as provider of behavioral health services in NYS. The Office Assistant 2 plays a key role in supporting the Utica Patient Resources Office.
The Office Assistant 2 is responsible for completing WMS inquiries related to billing functions, troubleshooting WMS error problems, maintaining and reviewing various office logs to assure timely application for Medicaid benefits and analyzing and making initial determinations regarding eligibility for PNA benefits. The Office Assistant 2 helps to maintain overall productivity and efficient workflow in the office. The employee performs a variety of clerical duties such as filing, photocopying, completion of billing forms, data entry, answering phone calls and assisting with special projects.
Minimum Qualifications Non-Competitive HELPS:
One year of clerical experience.
Transfer Opportunity:
Candidates must have permanent status as an Office Assistant 2, Grade 09, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law to the Office Assistant 2 title. In order to be eligible for a 70.1 transfer, candidates must have one year of service in transferable title.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
