Duties Description The Business Officer 2, in conjunction with the Business Officer 3, is responsible for the supervision, training, development, evaluation of staff, and the supervision of operations within purchasing, central supply, the storeroom, equipment control, the post office, and laundry. The Business Officer 2 sets goals and priorities, assists in identifying cost-saving opportunities, the preparation of annual departmental budget requests, monitors budget expenditures, and prepares annual and monthly reports.
In cooperation with hospital departments, the Business Officer 2 reviews all purchase of goods and services for best value and participates in the acquisition and evaluation of new products throughout the hospital. The incumbent monitors project expenditures in all categories of expense. The Business Officer 2 also reviews expenditures to determine if efficiencies are achievable and adheres to policies and procedures regarding the management of purchasing in the hospital.

The incumbent coordinates the hospital purchasing program with the objectives and plans of senior management and monitors departmental activity to ensure that the quality of work and productivity are at an acceptable level. Furthermore, the incumbent produces draft audits of service agreements and contracts, ensuring correct terminology; reviews contracts with appropriate departments; assists in the development of specifications with cost center managers; and reviews, opens, and evaluates bids for open-market purchases of commodities and services.

The Business Officer 2 represents the department in hospital communications regarding contracts and procurement, provides support regarding the hospital contract management program, and instructs hospital staff on its use. In addition, the Business Officer 2 ensures ordered products are accurately received, reconciled with purchase orders, and stored safely and properly. Furthermore, the role oversees storeroom and central supply staff to set par levels to minimize costs while maintaining sufficient stock for Hospital needs; reviews equipment control records as necessary and ensures State/Hospital guidelines are followed for surplus property, and reports findings to Business Officer 3.

Minimum Qualifications Transfer: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 21 or above, and that is eligible for transfer under Section 70.1 and or 52.6 of the Civil Service Law to Business Officer 2.

Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS employee or a current Helen Hayes Hospital employee with one year of permanent competitive or 55-b/55-c service as

Either A. Business Officer 1, Business Officer Trainee 1, or Business Officer Trainee 2,

Or B. Administrative Specialist 1, Assistant Office Services Manager, Contract Management Specialist 1, Head Account Clerk, Health Facilities Management Assistant, Human Resources Specialist 1, Nutrition Services Administrator 1, Purchasing Agent, Senior Accountant, Senior Auditor, Senior Budgeting Analyst, Senior Health Care Fiscal Analyst, Resource and Reimbursement Agent 1, or Resource and Reimbursement Agent 2.

Preferred Qualifications: The preferred candidate will have knowledge of Microsoft Word and Excel, as well as NYS procurement policies, rules, and guidelines, and supervisory experience.
