Duties Description The Coastal Resources Specialist 4 duties in Office of Planning, Development and Commnity Infrastructure in the Planning Division will include but are not limited to the following:
• Serves as a unit manager over multiple levels of CRS staff within the Planning Division, overseeing and managing the Local Waterfront Revitalization (LWRP) and other grant programs.
• Work with OPDCI leadership in setting program mission, vision and implementation strategies and evaluation relating to Planning Division programs.
• Lead evaluation of program needs and outcomes specific to Planning Division activities.
• Set priorities, protocols and procedures for division activities and operations, to ensure successful outcomes.
• Contribute to OPDCI leadership's development of program budgets, legislative proposals, and resource allocations.
• Interpret rules, regulations, statutes, procedures and policies.
• Oversees program evaluations and prepares comprehensive reports required by funding agencies;
• Represent OPDCI and DOS on workgroups, task forces, committees or at public events related to Planning Division programs.
• Provide guidance and technical support to division staff and resolve problems in areas of high complexity or sensitivity, consulting with OPDCI leadership, as necessary.
• Coordinates the efforts of the Planning Division with other Divisions and other agencies.
• Liaise with peers and stakeholders within federal and state agencies, local governments, and other relevant organizations, establishing and maintaining effective relationships.
• Supervise the day-to-day operation of CRS staff, providing direct and second level supervision of professionals tasked with planning and implementing grant funded projects focused on local entities advancing economic development and protecting natural resources in waterfront communities.
o Define goals, objectives and performance standards.
o Approve leave and track time and attendance.
o Review, monitor, and evaluate performance; complete performance evaluations.
o Identify training needs and arrange for provision of training.

Minimum Qualifications MINIMUM QUALIFICATIONS:

CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.


PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Coastal Resources 4, the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Coastal Resources Specialist 4 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

One year of permanent, contingent permanent, or 55 B/C service as a Coastal Resources Specialist 3 OR Coastal Resources Specialist 2

52.7 NON-COMPETITIVE PROMOTION (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Coastal Resources Specialist 3 OR Coastal Resources Specialist 2.

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.
