Minimum Qualifications Non-Competitive HELPS Opportunity: One year of experience where most work time is spent performing mathematical operations, and/or clerical activities related to mathematical operations.

Transfer Opportunity: Candidates must have permanent status as an Office Assistant 2, Calculations, Grade 9, and be eligible for lateral transfer, OR be eligible for transfer via 70.1 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is seeking to fill two Office Assistant 2 (Calculations), Grade 9, positions in the Office of Financial Management (OFM), Community Budget and Financial Management (CBFM) Group. These positions are assigned to the Contract and Claims Unit and will assist with timely review, encumbrance, and verification of more than 450 contracts and over $2 Billion in Aid to Localities funding, Federal Housing and Social Services Block Grant in our Aid to Localities Financial system which bulkloads into the Statewide Financial System (SFS). Due to the complexity of bulk loading to SFS there is intense monitoring a follow up required between the two systems to ensure timely processing.

Specifically, the duties of the position include (but are not limited to):

-- Assisting and completing a clerical task related to encumbering contract funds;

-- Archiving CBFM paper files in accordance with retention timelines and regulations;

-- Assisting with tracking the status of contract approvals so that encumbrances are promptly released for timely for payments & compliance with NYS prompt contracting requirements;

-- Gathering and submitting the final contract documents to the Attorney General's Office and OSC for execution;

-- Maintaining files for contract documents, both electronic and paper;

-- Reviewing contract documents for completeness and accuracy to all applicable NYS requirements, including downloading and reviewing budget documents for accurateness and uploading to the Grants Gateway for inclusion in the contract;

-- Processing bulk mailings on a regular and as needed basis;

-- Participation in LEAN Timely Contract Payment Project;

-- Gathering contract documents in response to Freedom of Information Law (FOIL) requests;

--E-mailing executed contracts to providers;

-- Perform other clerical duties as necessary and serve as back-up for other clerical staff.
