Duties Description The Assistant Deputy Commissioner functions as the Director of the Office of Youth Justice (OYJ). The Director oversees OYJ’s operations, staff, and strategic initiatives, working collaboratively with state and local partners to reimagine youth justice as a system of support rather than punishment, balancing opportunity and accountability. This role puts into practice the belief that thriving youth lead to thriving communities and that justice, safety, and well-being are best achieved when systems work together to invest in young people’s strengths and potential. Duties of the Director will include, but will not be limited to:

• Lead the development and implementation of statewide youth justice strategy, grounded in prevention, diversion, and youth well-being,
• Set and achieve the priorities for OYJ in alignment with DCJS’s mission and vision,
• Identify trends, challenges, and opportunities to strengthen youth justice practice and policy,
• Champion innovation, collaboration, and continuous learning across OYJ and the youth justice field,
• Direct the planning, funding, and oversight of program that support youth justice and prevention/early intervention initiatives,
• Guide the design and evaluation of programs and policies that address racial and ethnic disparities and promote equitable outcomes,
• Participate in and contribute to Partnership for Youth Justice (PYJ), the Juvenile Justice Advisory Group (JJAG) and coordinate other internal and external partnerships and meetings that help advance the OYJ mission,
• Collaborate with state and local leaders to expand restoratives approaches and positive youth development opportunities,
• Ensure program goals are data-informed and results-driven, with measurable impact at the state and local and neighborhood levels,
• Build and sustain strong partnerships with state agencies, local governments, courts, law enforcement, community-based organization, and advocacy groups,
• Represent OYJ at local, state and national meetings, conferences, and coalitions,
• Engage youth, families and communities as partners in shaping programs and policies that affect them,
• Foster collaboration across systems to create a coordinated and holistic approach to youth well-being and justice,
• Provide executive oversight of OYJ staff, promoting a collaborative, mission-driven and team culture,
• Oversee fiscal planning, program budgets, grant administration, and compliance with state and federal regulations,
• Manage reporting and accountability functions, ensuring transparency and effective resource use,
• Support staff development and leadership growth within the program area,
• Partner with DCJS research and data program areas to analyze trends, assess outcomes, and inform strategic decision-making,
• Elevate best practices that demonstrate impact and progress toward equitable youth outcomes,
• Special projects and other duties as assigned,
• Approximately 30% travel throughout New York as required.

Minimum Qualifications A bachelor’s degree in public administration, public policy, social work or criminal justice or related fields AND seven years of experience in the juvenile justice, criminal justice, and/or child welfare systems, of which two years must have been at the management level.

Substitutions: Six years of specialized experience or associate’s degree and four years of specialized experience may substitute for a bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; PH.D. may substitute for two years of specialized experience.

Additional Comments Approximately 30% travel throughout New York as required.

Some positions may require travel to locations not serviced by public transportation.

* This appointment will initially be temporary. It is expected that the selected candidate will then be appointed to the permanent, exempt position after a review of the jurisdictional classification.
